二、申请人的资格要求
2. Qualification Requirements for Suppliers
(补)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：1）鼓励节能政策；2）鼓励环保政策； 3）扶持中小公司、促进残疾人就业政策， 监狱公司、残疾人福利性单位视同小型、微型公司。
(b)Qualification requirements to be met to implement government procurement policies:&1) Encourage energy-saving policies; 2) Encourage environmental protection policies; 3) Policies to support small and medium-sized enterprises and promote employment for people with disabilities are implemented. (c)Specific qualification requirements for this program:&1) Suppliers must be legal persons, other organizations or natural persons. The branches or subsidiaries of legal persons must obtain authorization from the head office. 2) This project is specifically targeted at small and micro enterprises for procurement. Welfare units for the disabled and prison enterprises are regarded as small and micro enterprises. If the bidder is a small or medium-sized enterprise and meets the conditions stipulated in the "Measures for Promoting the Development of Small and Medium-sized Enterprises through Government Procurement" (CAI Ku [2020] No. 46), it must provide the "Declaration Letter of Small and Medium-sized Enterprises".
